Why are metals such as sodium and potassium stored under kerosene or liquid paraffin?

Because they react strongly with the constituents of the air. Kerosene keeps the metal away from air and water vapour, and does not react with it.
They cannot be stored under water because sodium reacts rapidly with water itself. Weight, light and cost have nothing to do with it.
