Kinetic energy is at a minimum and potential energy at a maximum. The bicycle slowed as it climbed, so its kinetic energy fell; it rose as it climbed, so its potential energy grew.

Nothing was created or destroyed on the way up. The same energy simply changed which of the two forms it was held in.
