There are no seeds to grow them from. A seed is a fertilised ovule, and in parthenocarpy no fertilisation took place — so every seedless grape vine in the world comes from a cutting, a layer or a graft.
Grape seeds germinate perfectly well when there are any. Blaming the seedlessness on vegetative propagation reverses cause and effect — the seedlessness comes from the artificial growth substances used to set the fruit, not from how the plant was propagated.
