Metals form positive ions — cations — by giving out electrons, and they combine with oxygen to form basic oxides. Those oxides dissolve in water to give basic solutions.
Non-metals do the opposite on both counts: they form negative ions (anions) and their oxides are mostly acidic. "Giving out electrons" is another way of saying metals have a low ionization energy — which is exactly why they sit on the left of the table.
