How does dynamic friction compare with limiting friction for the same two surfaces?

Dynamic friction is a little less than limiting friction. That is why the balance reading drops slightly the moment the block starts to slide.

There is no fixed ratio between them, so "exactly half" is a guess with nothing behind it. All the chapter claims is that dynamic is the smaller of the two.
