Several different tissues, arranged in a pattern that repeats round the stem. Thin-walled cells fill the centre, and vascular bundles sit in a ring nearer the outside.
That is exactly why the tissues have to be classified before the section can be read. A section shows tissues side by side; it does not sort them for you.
