Dicotyledonous plants, because only they have cambium tissue. A graft takes by the cambium of the stock and the cambium of the scion connecting to one another.
No amount of skill will graft a coconut or a banana — both are monocots, and monocots have no cambium, which also disposes of “any flowering plant”. Plants that do not set seed well names a real advantage of grafting, but not a rule about which plants can be grafted.
