A piece of copper is lying on a bench with nothing connected to it. Its free electrons are moving. Is a current flowing?

No, because they move in every direction at once. As many electrons go one way as the other, so nothing is carried anywhere. A current needs a net movement in one direction.

This is what a cell adds. It does not set the electrons going — they were already moving — it gives their movement a direction.
