The pressure produced on the base of a vessel by the liquid in it is 1500 Pa. What does this mean?

That a force of 1500 N acts on every 1 m2 of the base. It follows straight from the definition 1 Pa = 1 N m−2.

The total force is 1500 N only if the base happens to be exactly 1 m2. A pressure on its own states neither a weight nor a height.
