The balance had to be moved further from the axis. The distance grew from 15 cm to 32 cm and then to 55 cm. The force could not be increased, so the only way to reach the moment needed was to increase the distance.
Holding the force constant is the whole condition of this activity. Had the force been allowed to change too, nothing could be attributed to the distance.
