What does water do in seed germination?

It activates the enzymes that digest the stored food. Those enzymes break the complex food stored in the seed leaves into simple food, and the radicle and plumule grow on that.

The other three essential factors have their own jobs, and water does none of them — oxygen comes from the air, for the respiration that pays for all this growth. Nothing dissolves the seed coat; the radicle breaks through it.
